Caroline D. Pham '05
Caroline D. Pham was sworn in as a U.S. Commodity Futures Trading Commissioner on April 14, 2022, after being nominated by President Biden and unanimously confirmed by the U.S. Senate. Pham is a recognized leader in financial services compliance and regulatory strategy and policy, with deep expertise in derivatives and capital markets and emerging issues such as digital innovation. Prior to her confirmation, Pham was a senior executive at Citigroup where she led global compliance programs and regulatory affairs initiatives, and was part of a global business development team tasked with identifying innovation in financial products and services and crafting firm-wide implementation strategies.
A political science major at UCLA, Pham is the first Vietnamese-American woman nominated by the President and confirmed by the Senate to the executive branch. She is originally from California’s central valley – the “food basket of the world,” where her parents owned almond and peach orchards. In her youth, Pham was an active member in 4-H and showed horses at in the Stanislaus county and California state fairs.
